The Coalition has put a price on its support for Labor's NDIS bill — and it has nothing to do with disability policy.
UpDate
Opposition Leader Angus Taylor insists coalition support for the NDIS changes is conditional on the government removing what he calls a “widow tax” created by changes to the treatment of investment losses. The last-minute demand emerged as Labor tries to reduce NDIS spending by $37.8 billion over four years.
The political deal is unsettled. So is the protection for people who may leave the scheme.
On ABC Radio National on Monday, NDIS Minister Jenny McAllister was again asked if replacement services will be operating before access changes begin in 2028. “We have made that commitment,” she said. When pressed for a guarantee, however, she refused to provide one, only a “policy undertaking”.
The gap matters because the replacement system remains undefined. Health Minister Mark Butler acknowledges “a lot of work to do” on foundational supports. People with Disability Australia say there’s still no clear service pathway for older children, teenagers or adults losing NDIS access.
The Senate debate sharpens that same fault line. Labor says the NDIS cannot remain the default response for disability. The criticism of the government is it’s exiting people before building support outside the scheme.
Taylor's tax demand changes the parliamentary arithmetic but not the implementation risk. A deal will determine if the bill passes: it will not ensure that people have somewhere to go.
