Why this matters: This is both a practical cultural-safety measure and a significant policy signal. The government is not just arguing about who should receive individual NDIS funding. This can be seen as a way of communicating with people who have significant needs not currently addressed by the NDIS. Government is building more general access points that people can use when they need help navigating the scheme. This is the quiet shift: one from individually targeted plans and toward broader, free-standing supports that sit around the scheme and can be reached by a community in need.

Data Watch: SBS/NITV (below) says First Nations clients make up about eight per cent of NDIS recipients. Dedicated First Nations service providers, however, only filling a tiny proportion of that need. The NDIA’s First Nations Strategy says it wants a more equitable, culturally safe, community-centred and coordinated NDIS. First Nations Connect is a concrete test of whether that promise can be made useful at the front door.
